Welcome to Incline Village General Improvement District (“IVGID”) 101! Most new, and many long time residents and property owners of Incline Village and Crystal Bay, NV. have no idea what a general improvement district (“GID”) really is. In fact, essentially all trustees, past trustees, the current general manager (“GM”), and past GMs of IVGID are/have been clueless! After all, where does one go to learn the truth? Is there a class taught by the State? Do our state legislators know? What about our county commissioner? Can interested persons pick up the telephone and give the State Attorney General or anyone else a call to get the answer? Has the State, or anyone else for that matter, published a written guide on the subject? Yes the IVGID web site has a brief description and history. But the site has been created by less than knowledgeable past staff with agendas; agendas intended to perpetuate all that’s wrong in our community. Therefore although some of which stated at IVGID.org as fact may be accurate, much is misleading, and some is outright false1! Regardless, there is much, much more to the story than what is represented by IVGID. And that’s the purpose of this web site. Hopefully the reader will appreciate the pages which follow. If anyone out there has evidence that our facts are wrong, we encourage you to write to us (at info@ivgid101.com) with the evidence. An example being “IVGID is a quasi-public agency.” This description is intended to paint the picture that when it comes to a GID’s powers, IVGID may do what no other political subdivision in the State may do because it is only “quasi-public.” But there is nothing “quasi-public” about a GID. It is 100% public! It’s kind of like quasi-pregnancy. There’s nothing “quasi” about it. You either are or are not pregnant. And here IVGID either is or is not “public.”
